Higher Education Reform Experts

The purpose of the National Teams of Higher Education Reform Experts is to provide a pool of expertise in order to promote reforms in Higher Education and participate in the development of policies and reforms in Higher Education in the country.
 
The mission of the HEREs is threefold:
  • support policy development by supporting modernisation reform processes in Higher Education (in the fields of curriculum development, modernisation of management and functioning of higher education systems and institutions, strengthening relations between the higher education sector and economic environment);
  • support policy dialogue with the EU in the field of Higher Education within the suggested initiatives;
  • support Erasmus+ and former EU programmes projects by disseminating their results and outcomes, notably best practices and innovative initiatives and exploiting them for modernisation and development purposes.
In order to fulfil the mission, national teams of HEREs interact at national and international level with the stakeholders and national authorities in the field of higher education.
 
Activities at international level are organised under the supervision of the European Commission and the Executive Agency, and include the participation in the thematic seminars, study visits, international large-scale conferences, technical assistance missions; the preparation of surveys and publications; the interaction within the virtual HEREs community.
 
HERE activities at national level include information and advising support of the higher education reforms and EU higher education programmes and initiatives; support of the national authorities in designing, implementing and monitoring policy reforms in the field of higher education.
 
The National Erasmus+ Offices (NEOs) provide administrative, logistical and financial support to the National Teams of HEREs, supporting and coordinating their activities, following the strategic goals and targets set by the national authorities. They act as intermediaries between the EU (or EACEA) and the HERE teams, as well as between the Erasmus+ Capacity Building projects (or on-going Tempus projects) and the HERE teams. In close cooperation with the National Authorities, NEOs participate in the process of appointment of the Higher Education Reform Experts.
