TEMPUS in Belarus

Since 1993, Belarusian partners have participated in 64 projects, the majority of which were Joint Projects.
The TEMPUS projects realisation has had salutary impact on the Belarusian higher education system. The TEMPUS projects were implemented by the Belarusian higher education institutions with positive results and have tangible and intangible outcomes and outputs in work of higher education institutions, and the Belarusian system of higher education in whole. Implementation of the TEMPUS projects results had promoted reorganisation and optimisation of university management, modernisation of curricula and programs, strengthening of the international cooperation of Belarus. Thanks to the program, new approaches to management, administration, planning, and quality assurance had appeared. The new system of assessment, compatible to the European system of accumulation of credits (ECTS), had been used for educational standards, curricula and programs of new generation in Belarus. With the help of the EU partners within the TEMPUS projects the Belarusian HEIs began heading towards introduction of a sustainable strategy and procedures for quality assurance.
The impact of Tempus projects on operations in higher education institutions was extremely large in Belarus. Cooperation with the EU partner universities promoted reforms in the universities, allowing adaptation of new courses, change of curricula, change of the student load structure in favour of larger share of practice, and reinforcement of the convergence with the EU education system. It has an immensely positive impact on the expansion of the educational agenda and the implementation of the new teaching methods.
Application and dissemination of TEMPUS projects results promote the processes of reorganisation and optimisation of the HEIs structure and governance. The department of Dutch language was created at Minsk State Linguistic University. The new services on administration, strategic and functional planning, quality assurance and researches were opened at Gomel State University named after Frantsisk Skorina, Grodno State University named after Yanka Kupala, International State Sakharov Environmental University. The TEMPUS projects results obtained by the Belarusian State University and Brest State University named after A.S.Pushkin on implementation of ECTS compatible system of credits were used for the educational standards, curricula and syllabuses of new generation. They are based on the competence approach and interdisciplinary synthesis of knowledge in the educational process and allow implementing the credit system of the ECTS type.
Due to the successful realisation of the Tempus projects a number of the new speciality, courses and curricula were introduced in Belarus. The elaborated study materials are in wide use by the staff and the students. New educational approaches and technologies are employed in teaching and learning varying the modes of study and facilitating the implementation of the Bologna principles in the national system of education in Belarus. The introduction of a master’s level in Economics was extended to the national level and similar master’s programmes started in Minsk and the other University cities around Belarus. Professionals trained in the areas of Real Property Studies, Social Pedagogy and Work, GIS and Ecology work at a number of organisations, institutions, industrial enterprises and business wide across the country.
The analysis shows that following results also are very important for the Belarusian participants of the TEMPUS Program: creation of positive recognition of Belarus by partners, strengthening of the international cooperation, expansion of export of educational services by attraction foreign students to Belarus; introduction of ISO 9001 quality management system, estimation of quality of Belarus HEIs graduates according to requirements of the international standards; development of the inclusive education system, modernisation of curricula and programs, use of foreign experience for these purposes; finding of foreign partners for the projects on financial management problems, working out of recommendations about increase of efficiency of use of finances allocated for education.
